Description: Regional Planning Committees will discuss the latest hot topics for 700 and 800 MHz such as the FCC application process and licensing, special temporary authorization (STAs), and other key RPC issues. A presentation will be given on the 700 MHz planning template, guidance for RPCs needing to complete or improve their plans, and best practices in managing the RPC organization.

Topic: The impact of Signal Boosters on communications sites
Presenter: Jack Daniel, owner, Jack Daniel Company

Description: As the use of signal boosters (aka Bidirectional amplifiers and BDAs) grows the concern over the impact of signal boosters on communication sites grow. It is important for frequency coordinators to be aware of this issue as they are often asked for advice or resolution of related problems.
This session will discuss the reasons that are accelerating the grow of signal booster use, the related FCC rules and different mechanisms of signal boosters, such as oscillation and noise, that can effect the performance of repeater and base station sites. Impact on nearby receivers will also be discussed. Methods to prevent and mitigate interference is included as well as handout materials.
The presenter is a nationally recognized authority on public safety signal booster rules, codes and implementation.

Description: CAPRAD tool is available for 700 and 800 MHz Regional Planning Committees to manage their spectrum resources effectively and assist public safety agencies in applying for and licensing spectrum. Description: The different design considerations of narrowband and wideband simulcast will be explored. Tools for RF coverage analysis and products system implementation will be identified. A local project will be featured as a case study, and then specifics of projects from the participants will be discussed.
